In paragraph 44 of the Auditor's Annual

Report for the year 1937 on the accounts of Hong

Kong, he draws attention to the fact that, in

accordance with instructions issued by the

Governor, expenditure on Secret Service under

Expenditure Head 20, Item 28 is accepted on the

certificate of the Commissioner of Police.

A similar question which was raised with

regard to Tanganyika Territory was discussed in

42194/37 Tanganyika and a final decision was

conveyed to the Governor in the Secretary of State

Despatch No. 894 of the 10th of November, 1937.

Having regard to the extent of this class

of Expenditure in Hong Kong (the estimate for

the year 1938 is $16,000), you may wish to

consider whether it would be advisable to arrange

for the special covering certificate of the

Governor to be given, as in the case of Tanganyika

Territory referred to above.
